The minutes of the meeting of Gurnard Parish Council held at 6.30pm on Wednesday 13th September 2023 at Gurnard Village Hall.

Present: Councillors Fuller (Chair), Bugden, Jacobs, Nolan, Franklin, Bustin and Acton.
Clerk: Richard Shaul
No members of the public were present

Apologies
Apologies were received from Cllrs. Williams and Wood

Members’ declarations of interest
Cllr Fuller declared a non-pecuniary interest in item 87.23-24. As cabinet member for planning, things that are said in this meeting may change if further information is presented.

Minutes
The minutes of the meeting of the council held on 14th June 2023 were taken as read, approved as a correct record and signed by the chair. No matters arising.

Planning, licensing and tree preservation order applications
To consider the following planning and licensing applications:

Resolved:
The Parish Council objects to this application in principal as it is undermines the fundamental principals of the Gurnard Neighbourhood plan.
The Parish Council will organise a letter drop to local residents
The Parish Council will arrange for hard copies of the application and the Gurnard Neighbourhood plan to be available at the Planning meeting on 27th September 2023.
The Parish Council will produce a poster to be displayed on local notice boards
The Parish Council use the poster as a press release to be circulated to the Island MP, The IOW Observer, County Press, Northwood Parish Council and Cowes Town Council.
The Village hall will be open for public consultation at 5:30 on 27th September 2023 before the Planning Meeting.

Resolved: The Parish Council objects to this application for the following reasons:
It is a Greenfield site.
It is outside of the settlement boundary.
It raises concerns about coalescence between Northwood and Gurnard.
It contradicts policies H1 and E1 of Gurnard’s Neighbourhood Plan.
There is a lack of social housing
There is a lack of carbon neutral future proofing
The development will impact adversely on the outlook over the Gurnard plateau
No protection of defined wildlife corridors (see Gurnard Neighbourhood plan)
There is a lack of local infrastructure to support additional housing growth

Finance
Cheque and electronic payments for July and August
The clerk provided details of 11 payment totalling £10,536.82 relating to July and August that had been paid but not yet approved at a council meeting.
The clerk provided details of 4 payments totalling £2,946.25 that were due to be paid but not yet approved at a council meeting.
Resolved: payments approved
3 receipts totalling £245.63 was noted.
Copy bank statements and bank reconciliations for July and August were circulated prior to the meeting.

Finalisation of AGAR returns and external audit.

Website
Resolved: The following actions were agree:
That the new website privacy policy is approved and adopted.
That the new website accessibility policy is approved and agreement that all future content loaded to the new GPC website must be done in a compliant way.
Approve Accessibility self Audit policy
Approve the Internal Audit result for the website to allow it to enter public Beta
The GPC clerk to review historic Website documents, and make a proposal for which documents will be loaded to the new website document management system and which will be archived.
To note that Archived Documents are unlikely to meet the requirements level “AA” of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (WCAG 2.1) which GPC are required to meet (the reason we are taking this approach is that to make over 500 documents WCAG 2.1 compliant would be a disproportionate burden on GPC).
GPC approve the new website www.gurnardparishcouncil.gov.uk structure and the content it contains and that it is allowed to go live and be put under “business as usual” management by the Clerk.

Insurance
Resolved: That the Parish Council should accept the insurance quote of £1,526.25 received from our brokers Gallaghers.

Outside bodies
Resolved: That the Parish Council continue to support the Solent Protection Society on an annual basis.

The minutes from the facilities meeting held on 26th July 2023 were circulated prior to the meeting.

Noted that the Finance committee would be convened for the 25th October.

Grant requests received
Resolved: That grant application forms be sent to applicants noting that completed applications would be considered at the Finance Committee meeting on 25th October 2023.

 

Parish council consultation for 2023/24
Resolved: That councillors put forward ideas for consideration at the Finance Committee to be held on 25th October.

Litter pick
Resolved: That the litter pick be arranged for 21st October

Christmas card
It was suggested that a “Thank you” card would be more appropriate than a Christmas card, and that School children could be involved in the design. Deputy Chair would present a proposal to a future meeting.

Exclusion of Press and Public
Not required as no members of public present.

Delegated powers
Resolved: That Clerk’s action to appoint new website provider on 27th July 2023 is ratified.

Report on GPC data privacy and security
Report was circulated prior to the meeting and discussed by the Parish Councillors. Firm proposals to be decided at a future meeting
