The minutes of the meeting of the Extraordinary Facilities Committee meeting held 10:00am on Friday 21st July 2023 at The Garden Room, All Saints Church, Gurnard.

 

PRESENT Councillors: Acton (Chair), Bugden, Fuller, Nolan and Bustin.

Clerk: Richard Shaul

No members of the public were present

 

  1. Election of Chair

Cllr Acton was elected chair of this meeting

  1. Apologies

Apologies were received from Cllrs. Jacobs, Williams, Wood and Franklin

  1. Exclusion of Press and Public

Not required as no press or public were present

  1. Correspondence

Cllr Acton circulated a draft of a proposed reply to correspondence from a resident. Each section was considered in turn, with the Parish Council voting to accept, accept with revisions or reject.

  1. Forest School’s use of Old School Meadow.
    1. Paragraph 1 concerning the decision regarding Forest School’s possible use of Old School Meadow (OSM)

Resolved: Accepted with minor revisions

  1. Paragraph 2 and 3 concerning explanation of the no fires policy at OSM

Resolved: Accepted. Named vote: For Cllrs Bugden, Fuller Bustin and Acton. Against Cllr Nolan

  1. Renaming of Cockleton Meadow to Old School Meadow

Resolved: Accepted. Named vote: For Cllrs Bugden, Fuller Bustin and Acton. Against Cllr Nolan

  1. List of eight statements

Resolved: Accepted with minor revisions including the acknowledgement of work of Cllr McKean

  1. Parish Council’s responsibility for managing OSM.

Resolved: Accepted with minor revisions to wording of paragraph 1, and removal of references to plastic netting in paragraph 2

  1. Discussions concerning the fire-pit

(note that this section was actually discussed at the end of the meeting. No resolutions passed so to be confirmed at meeting of 26th July)

Accepted with sections relating to bonfires at Meadow View and everything after donation of the fire-pit to the scouts removed

  1. Closure of Friends of Cockleton meadow.

Resolved: Accepted but with final 2 sentences removed

  1. Parish Council managing grass cutting.

Resolved: Accepted but with final 3 sentences removed

  1. Removal of seats in fire-pit area

Resolved: section removed and replaced with statementThe benches were removed following fire safety concerns raised by a neighbour. This will be reviewed in September’

  1. Statement that resident and councillor are ruining the site.

Resolved: Accepted but with last 3 sentences removed

  1. Statement referring to Cllr Fuller

Resolved: Accepted but in a much simpler form.

  1. Questions from later emails (no resolutions passed so to be confirmed at meeting of 26th July)

reply to question re padlock: The matter of the lock being cut was resolved without the need to take the matter further. Reply to question regarding delay in response: The council reiterates that the correct procedure has been followed in order to maintain openness and transparency. An extraordinary meeting to respond as promptly as possible was convened.
