All Parish Councillors summoned to attend a Full meeting of Gurnard Parish Council (GPC) to be held on 8th October 2025 commencing at 18:30 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR for the purpose of transacting the business set out in the agenda below:

 

Before the meeting is formally opened by the Chairman there will be an opportunity for members of the Public to make comments and to ask questions.

  1. Budget and precept (Clerk)

The annual precept request is due to be submitted to Isle of Wight council in February 2026 and therefore the precept and supporting budget must be agreed by the Parish Council in January 2026. A suggested timeline for this would be:

  • Initial draft budget prepared by clerk and presented to Finance Committee meeting on 29th
  • Revised budget arising from Finance committee meeting presented to Full Committee on 12th
  • Proposed public consultation of budget to be held in the village hall prior to the Full committee meeting above.
  • Results of public consultation presented to Full meeting on 10th December and any revisions agreed.
  • Revised budget agreed at full meeting on 14th January 2026

Proposals:

  1. Remembrance Wreath (Clerk)

Need to decide who will attend remembrance service and set a budget for the wreath

Proposal:  

  1. That Cllr Acton will attend the remembrance service
  2. That the clerk will purchase a wreath and award a donation of £50 to the British Legion

 

  1. Defibrillators (clerk)
  2. Improve councillors and residents’ awareness of defibrillators

Proposal: Invite NHS education officer to address councillors and residents before the Full meeting on 12th November.

  1. Support for Isle of Wight defibrillators. At the Full meeting in February 2025 it was proposed that Isle of Wight defibrillators should undertake the checking and maintenance of GPC’s defibrillators. The decision was deferred pending further information but this was never properly followed up. Since then, IoW defibrillators have taken responsibility for GPC’s defibrillators. A note regarding IoW defibrillators has been circulated with this agenda.

Proposal: GPC confirm that IoW defibrillators should continue to support GPC’s defibrillators and contribute £300 pa for this service.

 

 

  1. Beach and Public Access Sub-Committee (BPASC) (Chair)

The BPASC met on 29th September Minutes of this meeting were circulated with this agenda.

Proposed:

That GPC confirm the following recommendations from the BPASC:

  1. 4i) That the GPC clerk requests an additional arm to the ECP sign outside GSC to show alternative route via Winding Way is available and a small sign at the bottom of the walkway showing it is a public right of way.
  2. 4ii) That the GPC clerk is requested to put up an advisory sign, e.g. Cyclists Dismount here (with GPC logo) at each end of the esplanade before Beach Huts on Gurnard main beach. Recommendation
  3. 4iii) That the GPC clerk requests

* The speed limit on the whole length of Marsh Road be reduced to 20mph from signage on Rew Street approaching The Luck bridge (currently a 30mph sign in place) to the junction of Lower Church Road and Solent View Road.

* The entire length of Rew Street is reduced to 30mph.

* That Place Road from Four Cross junction to the Round House is 30mph maximum for the entire section.

* That a 20mph restriction is placed on the area surrounding Gurnard Primary School.

  1. 2 i) That the clerk requests the IWC and the Environment Agency (EA) make every effort to trace ownership of abandoned boats in the mouth of The Luck. GPC to support these efforts as/when requested as first step towards reducing this pollution hazard.
  2. 2 ii) Liaison with IWC Public Realms and Coastal team is maintained by Cllr Acton attending the IWC West Wight meeting and a whole Island approach is encouraged to dealing with abandoned boats.
  3. 2 iii) That Cllr Fuller’s work is supported by a formal request to Southern Water for an update on how surface/ flood water coming down Rew Street is being managed and how and where it is directed to the Luck with IWC Flood Water Manager copied in.
  4. 2 iv) That reinstatement of a pathway (board walk steps) to Cook’s Bay be accepted as an added focus in B & PA SC TOR and any paperwork from the Cook’s Bay WP be retrieved by the clerk if possible.
  5. 3 i) That Cllr Acton approach the Ramblers’ Association (contact details provided by Cllr Fuller) and ask about any active ‘stewardship ‘possibilities on the Gurnard section of the ECP.
  6. 3 ii) That an all media call out (by cllrs with coms roles) is made to the artists in Gurnard interested in an opportunity to create a visual poster focusing on the historical or landmark points of interest in Gurnard to replace the damaged ‘sough dough pizza’ advert space on the hard standing below the toilet block.
  7. That the clerk (with assistance from IWC and B &PA SC members) compiles a list of who to contact (with phone numbers or other means of contact) for items washed up on the beach or placed on the Esplanade and this notice is publicly displayed on the beach, potentially on a toilet block door in the absence of a community notice board elsewhere. Budget of £75 suggested for noticeboard on door to unused men’s urinal.
  8. The clerk formally request SW work jointly with GPC and support with financing regular water testing at Gurnard Beach throughout the year with samples being processed at the Wildheart Sanctuary.
  9. i That the GPC clerk request a report from SW (FOA engineer who provided figures) which explains in ‘layman’s terms’ exactly what the figures provided indicate as the statistic ‘147,600L attenuated’ means very little without a proper context.
  10. ii) That the clerk requests an update on ‘Plan B’ following the abandonment of the failed SUDS Rain Garden plan.
  11. That GPC clerk write to IWC Planning Department (FAO Russel Chick and cc Natasha Dix) requesting a comprehensive response on what the MMO is doing with regards to damaging private sea defence work (first started Summer 2022 and still ongoing) on Gurnard’s Western beach (East Lepe, 60, Solent View Road and adjacent properties).
  12. A council annual planner / calendar is an import element in future planning GPC events, ideally this will run alongside a social/community calendar which is taken on by the community. Cllrs with Coms roles to contact community group leaders and other interested residents.
  13. That a decision about a date for a public consultation be confirmed asap. Displays from this subcommittee might include ideas for a second VISUAL sign on the beach and Solent Protection Society reports on CSO spills.

 

  1. Policy reviews (clerk)

At the September Full Council meeting it was noted that GPC’s Health and Safety and Equality and diversity policies were due for review. A proposed draft of the Equality and Diversity policy has been circulated with this agenda. The Health and Safety will require additional review.

Proposal: that GPC adopts the draft E&D policy and publishes it on the GPC website

 

 

 

 

  1. Disposal of old laptop (Clerk)

Last month the GPC laptop was replaced as it could not be upgrade to Windows 11 and Windows 10 was no longer being supported by Microsoft, which was a risk to GPC. However, the old laptop is still functional and could be re-purposed for less critical jobs e.g. presentations at GVH.

Proposal: That the former GPC laptop is cleared of Council data but retained for general GPC/GVH use.

 

  1. Housing needs survey (Chair)

The current Gurnard Neighbourhood Plan was adopted in 2017 with a lifespan of 10 years. Refreshing the plan was discussed by GPC in July 2024 but no further action was taken at that time. The first stage in refreshing the plan would be to undertake a housing need survey, to be designed and approved by GPC. This could be done by Community Action IoW. The cost to GPC would be 3rd party costs e.g. printing etc. which should not exceed £500. Details of costs and proposed timeline were circulated with this agenda.

Proposal: That GPC request that Community Action to undertake a housing needs survey with a maximum budget of £500.

 

  1. Damaged table top at Old School Meadow (OSM) (Chair).

One of the picnic tables OSM has become damaged to such an extent that it does present some H&S issues and this has been reported to Cllrs Acton and Bustin. It should be possible to just replace two planks to tide over the winter and the situation be reassessed in the Spring. One or two rough edges elsewhere need smoothing and given a protective coat. N.B. The clerk is authorised to approve urgent expenditure up to £1,000.

Proposal: That the clerk is authorised to get necessary repairs made provided that the cost is less than £300.

 

  1. Tree Warden Scheme (chair)

IoW membership of the Tree Council has been renewed and it has been requested that Town and Parish councils put forward names of potential Tree Warden volunteers (not necessarily Councillors). An event in relation to this is being organised on November 8th at Havenstreet.

Proposed: That GPC approaches potential Tree wardens to see if they are interested, and if so, puts their names forward.

 

  1. Advertising Banners (cllr Churchill-Cheatham)

A paper setting out the benefits of using advertising banners to publicise parish events has been circulated with this agenda.

Proposal: that GPC support up to 4 events on the annual community calendar by providing advertising banners up to a budget of £110 each.

 

  1. Councillor Training (Chair) For noting:

IWALC has organised the following training:

  • October 29th Finances
  • November 26th General data protection regulations (GDPR)

These are both very important topics that councillors need to be aware of, however we have a finance meeting on 29th October so it would be ideal if one councillor attended finance and provides a report for the whole council on important points.  Ideally any councillor who has not completed on-line GDPR training with NALC will attend on November 26th.
