Minutes – Extraordinary Full Council
The minutes of the meeting of Gurnard Parish Council held at 10:30 on Wednesday 25th March 2025 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR.
Present: Councillors Acton (Chair), Bustin, Franklin, Fuller, Jacobs, Nolan and Wood
Clerk: Richard Shaul
7 members of the public were present, representing Action with Communities in Rural England (ACRE) 4 representing the Women’s Institute 1 from The Gurnard Village Hall Association (GVHA) and one other.

Apologies: Cllr Bugden.
- Members’ declarations of interest
Cllrs Acton and Bustin declared a non-pecuniary interest in item 3, Structure and organisation of Gurnard Village Hall Association, as they are members of GVHA. Cllr Acton declared a second non-pecuniary interest in the same item as they are a member if the WI.
- Structure and organisation of Gurnard Village Hall Association (GVHA)
From discussions with representatives from Action with Communities in Rural England (ACRE) GPC and GVHA have been advised that the current structure of GVHA as an unincorporated organisation exposed the individuals involved to a number of risks.
Resolved:
- That GVHA becomes a formal sub-committee of GPC in the first instance.
- GPC supports GVHA in becoming a Charitable Incorporate Organisation (CIO)
- Gurnard Parish Council takes out full building’s insurance on the Gurnard Village Hall
- GPC seeks legal advice on the sub-let agreement to GVHA as a future CIO.
