The minutes of the meeting of Gurnard Parish Council held at 6.30pm on Wednesday 14th February 2024 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR.
Present: Councillors Fuller (Chair), Bugden, Nolan, Franklin, Bustin and Acton.

- Cllr Fuller declared a non-pecuniary interest in item 4.1. (minute 184.23-24.1.) As cabinet member for planning and licencing, things that are said in this meeting may change if further information is presented. As a local member, Cllr Fuller has also written to the licencing department in relation to item 4.1.a (minute emphasising why this item should go to the licencing committee.
Cllrs Bugden, Acton and Bustin also declared non-pecuniary interest in 6.c. (minute 186.23-24) as they are also members of the Gurnard Village Hall Association committee.

Resolved: That the following recommendations are made to the Isle of Wight council:
- That the trailer is only positioned whilst trading, and after trading is removed from the site.
- The council objects to the 1st choice location shown on the plan, but provided all other conditions are met, would not object to the 2nd choice location.
- That the vendor provides a rubbish bin, and all rubbish is taken away by the vendor.
- Gurnard Parish Council would like to encourage all traders that trade in Gurnard to look towards becoming more sustainable.
- Gurnard Parish Council are happy with the trading hours suggested in the application.
The Parish Council also resolved not to attend the Licencing meeting at which this application is discussed.

The clerk noted that there were no payments relating to January that had been paid but not yet approved at a council meeting.
The clerk provided details of 3 payments totalling £637.49 that were due to be paid but not yet approved at a council meeting.

- Budget and Precept 2024/2025
The budget and precept for 2024/2025 were discussed and agreed at a meeting of the Finance Committee on 31st January 2024. The final budget and precept were distributed to councillors prior to the meeting.
Resolved: That the precept for 2024/2025 of £60,186 recommended by the Finance Committee on Wednesday 31st January is approved and the budget for 2024/2025 is adopted.
- Planning enforcement.
The IoW Council have a policy that Town and Parish councils may make a contribution in order to receive enhanced planning enforcement services.
Resolved: That Gurnard Parish Council request from IoW Council more information and costings with regard to possible additional services e.g.
- What is the level of service that we currently get; what are the response times
- What would be the incremental benefit be e.g.
- Delegated support
- Regular update meetings
- Named officer for contact
- D Day celebrations.
D Day is 6th June 2024. The Clerk has approached Cowes Town Council and Northwood Parish Council to find out if they are planning D Day celebrations that Gurnard Parish Council could be jointly involved in. Cowes are planning to light a beacon but don’t have further details yet. Northwood are planning a Picnic in the Park at Venner Avenue on Sunday 9th June entertainment, sideshows etc.
Resolved: That Gurnard Parish Council contact the organisers of the Northwood Parish Council event to see how Gurnard could be involved in and contribute to the event.
- Parish consultation.
Cllr Acton provided a verbal report on progress towards a weekend event in conjunction with the GVHA prior to the Annual Parish Meeting on the 24th April.
Resolved: The Parish Councillor support the village event prior to the Annual Parish meeting and this will be discussed further next month.
- Royal Garden Party
IWALC have informed town and parish councils that there will be a Royal Garden Party on 8th May 2024 and asked for nominations by midday on 20th April.
Proposal: That the Parish Council do want to make a nomination, and that the nominee should be Pat Clayton
