All Parish Councillors summoned to attend a Full meeting of Gurnard Parish Council (GPC) to be held on Wednesday 9th April 2025 commencing at 18.30 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR for the purpose of transacting the business set out in the agenda below:

 

Before the meeting is formally opened by the Chairman there will be an opportunity for members of the Public to make comments and to ask questions.

 

Meet with PCSO for Northwood and Gurnard

Hampshire police PCSO for Northwood and Gurnard will be present to meet the council and answer questions before the formal meeting begins.

  1. Mowing Old School Meadow (chair)

The mowing contractor for old School Meadow has asked whether GPC would be doing “No mow May” this year and whether GPC could agree how many time OSM should be cut and then leave it to the contractor’s discretion for the timing of the cuts.

Proposal:

  1. That GPC provide the mowing contractor with a mowing plan for OSM and Orchard​ that lives with the spirit of “No Mow May” but doesn’t leave the whole area to grow too long.
  2. That GPC determine how many time OSM should be cut and then leave it to the contractor’s discretion for the timing of the cuts.

 

  1. Mowing of verges (chair)

Proposal: That GPC contact Island Roads to suggest that the verge edges are cut regularly but that a good central space is left long

 

  1. Grant application – St John’s Ambulance

A grant application form from St John’s Ambulance has been distributed with this agenda. They have requested a grant of £500

Proposal: That GPC agrees a grant of £500

 

  1. Memorial plaque

A memorial plaque application was discussed at the March Full meeting. GPC deferred the decision pending further details of the content and design of the plaque. This has now been received and has been distributed with this agenda.

Proposal: That GPC agree this memorial plaque application.

 

  1. Environmental officer contract (clerk)

The IOW council submitted a service level agreement (SLA) to GPC in respect of enhanced provision of environmental officer services at a cost of £1,183.52 (inclusive of VAT) for 1 additional hour per week. A copy of this agreement has been distributed with the agenda. The IoW council’s deadline for accepting the SLA did not allow time for this to be agreed at a council meeting, so after discussion with the chair the clerk accepted this agreement on behalf of GPC.

Proposal: That GPC confirms acceptance of this SLA

 

  1. Registration of Asset of Community Value (ACV) (Chair)

GPC have identified a potential ACV in Gurnard.

Proposal: GPC supports a submission of an Asset of Community Value registration to IWC for the asset in question within the next week (i.e. by 21st April). Cllrs Acton and Franklin to lead the bid with any other councillor who wishes to give practical support​ to this effort joining them.

 

  1. Gurnard SUDS Scheme

Proposal: GPC supports the holding of an informal meeting with Southern Water at Gurnard Press with regards to the Pathfinder Project and what is the plan for the project as requested by Gurnard Press management.

 

  1. Upgrade of children’s play area on Gurnard Green

Proposals for a new specification for upgrades to the Gurnard children’s play area will be distributed with this agenda. Note that the final specification will have to be submitted to other additional suppliers for quotes.

Proposal: GPC supports the submission of a request to IWC Parks dept. and KOMPAN representative to respond to the most recent ‘spec’ provided by GPC for the up-grade of the Children’s Playground on the Green.

 

  1. Defibrillators (clerk)

Cllr Bugden, who currently checks GPC’s 2 defibrillators on a regular basis has announced her intention to stand down at the forthcoming Parish Council Elections.

Proposal: That Cllr Bugden be asked to train the clerk for the work required to check the defibrillators as a temporary measure until a more permanent solution is found.

 

  1. Data privacy and protection (DPP) sub-committee (Cllr Franklin)

All members of the DPP sub-committee (Clerk and Cllrs Acton, Bustin and Franklin) ​were asked to complete basic GDPR training before the 9th April so an effective first meeting to begin the review and update process can be held. A list of GPC processes that may be impacted by GDPR or the Data Protection Act 2018 should be compiled and shared with the sub-committee to allow members to conduct individual reviews. The meeting focus can then be on discussing findings and agreeing on next steps, such as identifying policies that require updates and assigning drafting tasks.

Proposals:

  1. That the Terms of Reference for the DPP sub-committee are accepted / amended as necessary.
  2. ​That GPC requests the clerk produce an initial list of GPC processes (and ​policies) which need review for GDPR impact: that these are priority ordered and prioritised list distributed to individual sub-committee members; the top four (or five) are taken on for prompt individual review.
  3. ​That a date (and time) before 4th May is agreed for the first meeting of the sub-committee to discuss findings and agree on next steps before new councillors start their service.

 

  1. Fire at Portland Inn

Following the recent fire at The Portland Inn, The Gurnard Village Hall Association (GVHA) are considering offering the use of the hall for the Friendship Teas that were previously held at the Portland Inn

Proposal: That GPC cover the booking cost of the village all for this purpose up to a maximum of £300.
