The minutes of the meeting of Gurnard Parish Council held at 18.30 on Wednesday 13th November 2024 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR.
Present: Councillors Acton (Chair), Bugden, Bustin, Jacobs, Nolan and Wood
Clerk: Richard Shaul
1 member of the public was present.
Before the meeting started a representative of the Isle of Wight council environmental department addressed the council and answered questions on a number of topics including dog fouling at Old School Meadow and elsewhere and dangerous litter following Halloween parties on the green.

- Cllrs Acton, Bugden and Bustin declared non-pecuniary interests in agenda item 15. Request for financial support from GVHA as they are members of GVHA.

The minutes of the Full Council meeting of 9th October 2024 were taken as read, approved as a correct record and signed by the chair.

- Cheque and electronic payments in October 2024:
- 6 payments totalling £51.32 were paid in October but not but not yet approved at a council meeting.

- 1 bank transfer of £5,000.00 from deposit account to current account in the period was noted
- Bank statements and reconciliation were circulated prior to the meeting – noted.
- Budget and precept (Clerk)
The budget and precept for 2025/2026 will need to be submitted to IoW council in early February 2025. Therefore we need to prepare for this now.
Resolved: That the following timeline for completion of the budget and precept is agreed:
- Councillors to consider items to be included in 2025/2026 budget and inform Clerk by 18th
November 2024
- Clerk to prepare a draft budget
- Finance Committee meeting convened for 27th November 2024 to review draft budget and revise as necessary.
- Revised budget and precept to be submitted to full committee on 11th December
- 2024 January 2025 full meeting – Final budget and precept to be approved
- Village event (Chair)
In prior years a Village event has been organised to inform and consult with local residents.
Resolved: that a Village event is organised for a weekend between the March 2025 and April 2025 Full Council meetings.
- Review of policy on Debate and Voting at Meetings (Clerk)
Gurnard Parish Council’s standing orders do not currently include any guidance on rules of debate and voting at meetings. However, GPC do have a separate policy on debate and voting on at meetings which was last reviewed in 2022. A further review has now been completed by the Clerk, was circulated to councillors prior to the meeting.
Resolved: That adoption of this reviewed policy is deferred pending further review of policy on amendments
- Audit and review of GDPR and accessibility standards (Clerk)
At the October full council meeting it was resolved that the GPC obligations in this regard are checked by the Clerk and any audit reports/ reviews that are due are produced before the November meeting.
The Clerk’s initial review was circulated to councillors prior to the meeting.
Resolved: That a working group is formed to consider this review and propose the next steps.
- Covid memorial tree (Chair)
Old School Meadow was used by many people during covid lockdown so this could be a suitable location for a memorial tree and plaque.
Resolved: That GPC provides memorial of a locally grown fruit tree and a suitable plaque. Budget of £200.
- Re-site Village Hall defibrillator
The defibrillator at the Village hall is sited within the hall and is therefore only easily accessed when the hall is in use.
Resolved: Obtain quotes for re-siting the defibrillator in a suitable container on the outside of the building.
- Notice board refurbishment (Chair)
The Parish Council board opposite the Portland Inn is looking a bit shabby and could do with some refurbishment.
Resolved: Find a local handyman to quote for the work required (preferably 2 quotes)
- Big Play Boat at children’s play area (Clerk)
GPC have been informed by IoW council that the Big Play boat has come to the end of its useful life and it should be removed. Their intention is to close the ship for the winter.
Resolved: That GPC should arrange an on-site meeting with IoW council to explain the reports leading to this decision and discuss future options for repair or replacement of the ship.
A proposal that the Clerk should contact the suppliers that are currently involved in the play area improvement process for quotes on replacing the ship was deferred pending the outcome of the meeting with IoW Council.
- Request for financial support from GVHA
GPC has received a request for financial support from GVHA. A document relating to this matter will be circulated prior to the meeting.
Resolved: That GPC agrees to the request for financial support of GVHA of £1,000 as a contribution reflecting GPC’s use of the hall throughout the year
- Closure of Digital Island Friendly Project (Cllr Franklin)
The GPC website currently links to this and uses its logos etc.
Resolved: Remove it from our website and the links that no longer work and provide an explanation that as although sadly the Digital Island Friendly project no longer exists GPC still supports its aims and principles.
