You are hereby summoned to the Annual Meeting of Gurnard Parish Council which will be held on Wednesday 10th May 2023, starting at 6.30pm, at Gurnard Village Hall, Westbrook Lane, Gurnard in order to discuss and consider the following items:

 

ANNUAL MEETING OF THE COUNCIL – AGENDA

(Clerk to chair the meeting prior to the appointment of Chairman)

 

  1. Apologies for absence

 

  1. Election of Chairman
    • To receive nominations for office of Chairman
    • To elect the Chairman
    • To receive the Chairman’s Declaration of Acceptance of Office

 

  1. Election of Vice Chairman
    • To receive nominations for the office of Vice Chairman
    • To elect a Vice Chairman
    • To receive the Vice Chairman’s Declaration of Acceptance of Office

 

  1. Minutes

To take as read, approve and sign the minutes of the Annual Meeting of the Council held on 10th May 2023.

 

  1. General power of competence

To re-confirm the general power of competence with at least 2/3rds of the Parish Council’s seats being filled by elected Councillors at the last ordinary election, and a qualified Clerk in post

 

  1. To review and adopt the core council policies and procedures
    • Standing Orders 2024
    • Financial Regulations 2024
    • Risk Management Schedule 2024
    • Gurnard Code of Conduct 2024
    • Publication Policy (Freedom of Information Act) 2024
    • GDPR 2024

 

  1. Registers of interests

To confirm that all Councillors’ Register of Interests forms are in order and correct

 

  1. INTERNAL AUDITOR

To appoint an Internal Auditor, and approve access

 

  1. To agree on the following committees, their associated terms of reference and appoint members. (Committees that have delegated authority)
    • Planning Executive Committee (all members)
    • Facilities Committee (all members)

 

 

  1. To agree on the following Sub Committees and Advisory Committees, their associated terms of reference and appoint members.
    • Finance Committee (minimum 3 members)
    • Grants Panel (minimum 3 members)
    • HR Advisory Committee (all councillors who wish to be included)
    • Gurnard Village Hall Association (minimum 3 members)
    • Any other groups sub-committee as required

 

  1. To agree on the following Working Groups, their associated terms of reference and appoint members.
    • Public Access Working Group
    • Beach Working Group
    • Village Green Status Working Group
    • Old School Meadow Working Group
    • Toilets Working Group
    • Any other groups as required

 

  1. To agree and appoint members to the following outside bodies
    • Community Bus Management Scheme
    • Isle of Wight Community Waste Forum
    • IWALC (Representative and deputy)
    • Environment & Sustainability Forum
    • PACT
    • Age Friendly Ambassador
    • Cowes Medical Centre
    • Any other outside bodies as required

 

 

Following the completion of annual business the normal Full meeting will commence
