The minutes of the meeting of Gurnard Parish Council held at 18:30 on Wednesday 12th March 2025 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR.
Present: Councillors Acton (Chair), Bugden, Bustin, Franklin, Fuller, Jacobs, and Nolan

- Cllr Fuller declared a non-pecuniary interest in agenda item 4, Planning Applications. As cabinet member for planning, things that are said in this meeting may change if further information is presented.
- Cllrs Acton, declared a non-pecuniary interest in item 10.b. as they are a member of Supporters of Cowes Library (SoCL)

Resolved: That the decision is deferred pending the clerk contacting the applicant to confirm the wording and design of the plaque.
- GPC data privacy and protection etc. (Cllr Franklin)
Cllr Franklin provided a paper on the key requirements of data privacy and protection, which has been circulated to councillors with this agenda.
Resolved:
- That a Data Privacy and Protection Committee be established with an initial membership of Cllrs Franklin, Bustin and Acton and Richard Shaul
- That every member of the committee should complete mandatory GDPR training before the next full GPC meeting.
- That the terms of reference (TOR) for the committee should be agreed addressing:
- Compliance with data protection regulations.
- The seven data protection principles.
- Applicable legislation.
- Reviewing standing orders, processes, and procedures against legal requirements.
- Drafting new policies and standing orders to ensure compliance measures and records are in place.
- Toilets – Service contract with Danfo (Cllr Nolan)
The recent problems with functioning of the toilets has highlighted the issue that we don’t appear to have a formal service contract with the suppliers, Danfo.
Resolved: That a service maintenance contract with Danfo is looked into by the clerk including researching the arrangements in place with other town and parish councils.
- Grant applications: (Clerk)
- Gurnard parent and toddler group
Resolved: Approval of the recommendation of the Finance and grants committee meeting of 26th February to award a grant of £300.
- Supporters of Cowes Library (SOCL)
Resolved: That a grant of £500 be awarded in respect of 2024/25 and SoCL should be invited to apply for a further grant in respect of 2025/26
- Old School Meadow (OSM), appointment of additional key-holder for storage container.
Resolved: GPC appoint the maintenance contractor as an additional key-holder to the storage container. All other provisions relating to the use of the container will continue to apply.
- Annual Parish Meeting (APM) (Chair)
Resolved:
- That the APM be held Wednesday, 30th April 2025.
- That a budget of £75 is provided for refreshments.
- That a speakers for the evening are invited.
- That residents of the year are chosen and a framed certificate is presented to them.
