All Parish Councillors summoned to attend a Full meeting of Gurnard Parish Council (GPC) to be held on Wednesday 12th March 2025 commencing at 6.30pm at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR for the purpose of transacting the business set out in the agenda below:

- Application for memorial (clerk)
GPC have received an application for a memorial plaque, which has been circulated to councillors with this agenda.
Proposal: GPC accept this memorial with the following conditions:
- GPC data privacy and protection etc. (Cllr Franklin)
Cllr Franklin provided a paper on the key requirements of data privacy and protection, which has been circulated to councillors with this agenda.
Proposals:
- Establish a Data Privacy and Protection Committee – Appoint members to oversee compliance efforts.
- Mandatory GDPR Training – every member of the committee to complete basic GDPR training before the next full GPC meeting.
- Develop Terms of Reference (TOR) for the Committee, addressing:
- Compliance with data protection regulations.
- The seven data protection principles.
- Applicable legislation.
- Reviewing standing orders, processes, and procedures against legal requirements.
- Drafting new policies and standing orders to ensure compliance measures and records are in place.
- Toilets – Service contract with Danfo (Cllr Nolan)
The recent problems with functioning of the toilets has highlighted the issue that we don’t appear to have a formal service contract with the suppliers, Danfo.
Proposal – GPC examine the possibility of creating a service contract with Danfo

- Gurnard parent and toddler group
Proposal: Approval of the recommendation of the Finance and grants committee meeting of 26th February to award a grant of £300.
- Supporters of Cowes Library (SOCL)
Grant application circulated with this agenda. This application was deferred from the Finance and grants committee meeting of 26th in order to confirm prior awards and budget. The clerk can confirm that there was no award made in 2024/2025 and that the available budget for this year is £500. The budget for 2025/2026 is £1,000.
Proposal: Award grant of £500 in respect of 2024/25 and invite SOCL to apply for further grants in respect of 2025/26
- Old School Meadow (OSM), appointment of additional key-holder for storage container. Chair)
At the Facilities committee of 29th January it was resolved that the mower use by the maintenance contractor could be stored in in the storage container at OSM. However, the maintenance contractor is not currently a key-holder of the container.
Proposal: GPC appoint the maintenance contractor as an additional key-holder to the storage container. All other provisions relating to the use of the container will continue to apply.
- Annual Parish Meeting (APM) (Chair)
The APM is usually held on the final Wednesday of April. However, as this year that falls on the last day of April, Wednesday 30th, and the next day is election day, if there are sufficient nominated candidates to require one, that might present difficulties.
Proposals:
- a) That the APM be held on either Wednesday, 9th April 2025 or, as an extra-ordinary meeting, on Wednesday 23rd April.
- b) That a budget of £75 is provided (from the Chair’s allowance?) for refreshments.
- c) That a ‘speaker’ for the evening is chosen.
- d) That a ‘Residents of the Year ‘ is chosen and a framed certificate is presented to them.
