The minutes of the meeting of Gurnard Parish Council held at 18.30 on Wednesday 11th December 2024 at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR.

 

Present: Councillors Acton (Chair), Bugden, Bustin, Fuller, Jacobs, Nolan and Wood

Clerk: Richard Shaul

 

No members of the public were present.

 

The meeting started at 18:30

 

  1. Apologies

Apologies: Cllr Franklin

 

  1. Members’ declarations of interest
  2. Cllr Fuller declared a non-pecuniary interest in agenda item 4, Planning Applications. As cabinet member for planning, things that are said in this meeting may change if further information is presented.
  3. Dispensation requests were received in respect of agenda items 7c. and 8. (Minutes 134.24-25.c and 135.24-25) from Cllrs Acton, Bugden, Bustin, Jacobs and Nolan. As residents of Gurnard they could be impacted from the discussions around precept and budget.

The minutes of the Full Council meeting of 13th November 2024 were taken as read, approved as a correct record and signed by the chair.

Outline application for 14 dwellings, with approval sought for access, layout and scale

Resolved: That Gurnard Parish Council object in principal to development on this Greenfield site as it contradicts both policyH1 and E1 in the adopted Gurnard Neighbourhood Plan (GNP). It is located outside the settlement boundary, it doesn’t reflect local need and will harm the special landscape character of the Luck Valley. Within the GNP policy E1 clearly identifies alternative site A and B with lower landscape sensitivity for development.

Resolved: No objection but the Parish Council requests that:

  2. Cheque and electronic payments in November 2024:
    1. 5 payments totalling £7,861.34 were paid in November but not but not yet approved at a council meeting.

  1. 1 bank transfer of £20,000.00 from deposit account to current account in the period was noted

  1. Finance and Grants Committee

The Finance and Grants committee met on 27th November 2024 and put forward the following recommendations for approval at this meeting:

  1. Payment of the following grants:
    1. £500 to friends of Northwood cemetery

Resolved: that in the light of information received after the meeting this grant should not be paid

  1. £650 to Gurnard News

Resolved: the payment of this grant is approved

  1. That the clerks salary should be raised in line with the Local Government Services Pay Agreement and that this should be backdated to April

Resolved: Approved

  1. That the amended draft budget should be approved

Resolved: The decision on the draft budget should be deferred pending further discussion

 

  1. Budget and Precept

The Clerk presented further revisions to the budget agreed at the Finance and Grants Committee that would result in:

  • Precept for 2025/2026 of £61,605 which would be 2.4% higher than the precept in 2024/2025
  • The estimated closing bank balance as at the end of March 2026 of £42,581 which would be 70% of the proposed precept

Resolved: that the revised budget and precept of £61,605 be approved.

 

  1. Budget consultation

The original proposal on this item was that a presentation of the draft budget be made at an event prior to the budget being finalised in January and that a display be purchased to facilitate this. However, following discussion this was amended to:

Resolved:

  1. A presentation of the budget be made in Gurnard News, on the Parish Council noticeboard and Parish Council website.
  2. For future events a display board be purchased with a budget of £200

  

  1. Old School Meadow maintenance
  2. A Grow Gurnard volunteer, who lives in Gurnard, has a lot of experience in pruning fruit trees has volunteered to prune the OSM orchard trees.

Resolved: That the council raises no objection to a local resident doing voluntary work pruning fruit trees at OSM and grafting good fruit trees to preserve these varieties.

  1. There are 8+ seat pads which need replacement on the three picnic tables at the top of the OSM. Some treatment in addition to seat pads needed – tighten up bolts and possible rub down of tops and some preservative applied as well as some straightening and levelling. Resolved: That a local contractor is are asked to replace pads and undertake required refurbishment of tables to a budget limit of £300.

 

Under this topic a large fallen tree in Old School Meadow was discussed. The clerk has undertaken to get quotes from 2 contractors for dealing with the tree and to inform the council’s insurance company.

 

  1. Facebook for GPC

Resolved: That a GPC Facebook page is set up with immediate effect (in early 2025?) and that a minimum of two (IT literate) councillors become administrators on the page.
