All Parish Councillors summoned to attend a Full Council meeting to be held on Wednesday 11th December 2024 commencing at 6.30pm at Gurnard Village Hall, Westbrook Lane, Gurnard, PO31 8JR for the purpose of transacting the business set out in the agenda below:

 

Before the meeting is formally opened by the Chairman there will be an opportunity for members of the Public to make comments and to ask questions.

  1. To approve the cheque and electronic payments for November 2024.
    1. To approve 5 payments totalling £7,861.34 paid in November but not yet approved at a council meeting.
    2. To approve 6 payments totalling £2,857.23 due but not approved at a council meeting.
  • To note 2 receipts totalling £223.70
  1. To note transfer from deposit account to current account of £20,000.00
  1. To note the copy bank statements and bank reconciliation.

 

  1. Finance and Grants Committee (clerk)

The Finance and Grants committee met on 27th November 2024. The minutes of this meeting were circulated prior to this meeting.

  1. Proposal: Approve the recommendation of payment of grants:
    1. £500 to Friends of Northwood Cemetery
    2. £650 to Gurnard News
  2. Proposal: Approve the recommendation implement the Local Government Services Pay Agreement with the Clerk’s salary increase being backdated to April.

The recommendation to adopt the amended budget would mean a larger increase in precept than would be acceptable. Therefore:

  1. Proposal: defer the adoption of the draft budget pending further discussion (see agenda item 8)

 

  1. Budget and precept

Further to agenda item 7 above, the Clerk proposes some further amendments:

  1. Some of the budget items are one off costs that are not likely to recur in future years so these could be met from ring fenced reserves. This could apply to:
    1. Replacement laptop for clerk as operating system will be out of support £400
    2. Work relating to new paths ect.to improve accessibility £2,500
  • Moving defibrillator to outside of Village Hall £700
  1. Costs relating to the update of the Gurnard Neighbourhood Plan £5,000
  1. £1,000 provision for locum clerk could be considered as part of general contingency

These adjustments would mean that the required precept would become £61,605, an increase of 2.4% over 2024/2025 and the estimated closing bank balance would be £42,981, 70% of the precept. (a copy of the amended budget will be circulated prior to the meeting)

Proposal: Gurnard Parish Council agrees these further adjustments to the draft budget and the precept of £61,605

 

  1. Budget Consultation (Chair)

It would be good to give residents a sight of budget proposals before they are finalised in January. Non-negotiable sums – clerk’s salary, employers NI contribution, insurance, utilities, maintenance fees etc. bundled together under one heading and a total amount shown. All other proposed headings could be grouped into functional categories as appropriate with additional notes as necessary – e.g on Gurnard Community Grants.

Proposal:

  1. That a presentation of the draft budget be made at an event prior to the budget being finalised in January.
  2. To facilitate this and for future events a display board should be purchased with a budget of £200

 

 

 

  1. Old School Meadow maintenance (chair)
    1. A Grow Gurnard volunteer, who lives in Gurnard, has a lot of experience in pruning fruit trees has volunteered to prune the OSM orchard trees, a task which is once again long overdue. Some of the pruned limbs could be used to undertake grafting. If some of the exceptionally good apple varieties take as grafts, this would be a wonderful way of replenishing stock in the orchard and also spread these good fruit into the edible border which is being created around the Grow Gurnard site

Proposal: That the local resident be supported in their voluntary work pruning fruit trees at OSM and grafting good fruit trees to preserve these varieties.

  1. There are 8+ seat pads which need replacement on the three picnic tables at the top of the OSM. Some treatment in addition to seat pads needed – tighten up bolts and possible rub down of tops and some preservative applied as well as some straightening and levelling. Proposal: That a local contractor is are asked to replace pads and undertake required refurbishment of tables to a budget limit of £300

 

  1. Facebook for GPC (Cllr Wood)

Many parish councils use social media, particularly Facebook, as a way of reaching a bigger number of their parishioners and have a very positive following.  A Facebook presence can be easily set up and does not need to involve the clerk in additional work as two councillors could be the administrators for the page, these admin rights can be transferred if changes occur in council membership. Clear rules about posting can be set and any unacceptable posts can be easily deleted by admin.

Proposal: That a GPC Facebook page is set up with immediate effect (in early 2025?) and that a minimum of two (IT literate) councillors become administrators on the page.
